On the other hand, if you become a drug addict due to untreated mental health issues, there are plenty of police to arrest, judicial apparatus to prosecute and prisons to punish you.

Those services are prioritized for actual citizens, as they should be (citizens defined as anyone with a gross net worth > £50m).
Non-citizens should not be complaining that citizens are not wasting resources on them.
