Yep, was all about not having to pay labor. They can continue to use immigrants as cheap/slave labor under the fear they have of being deported, and if these businesses are caught they get a “hand slap” as by design. They then rinse and repeat the process.

This was a problem, but the Chinese Exclusion Act was totally fine and normal.
