I heard a podcast about this, and apparently, the study that was submitted was kind of flawed and had some testimony against it from the participants who had a bad experience.
If I were to guess, a better study would probably sway the FDA a little bit more, should one be presented.

the potential risk for heart problems, injury and abuse
We have to remember that post-hydrocodone, the FDA is wary about randomly approving drugs that “might help” but have the tendency to be habit forming.
There’s a good reason for this vote.
The FDA is no fun when it comes to drugs.
MDMA didn’t have a lobbyist group in its favor, otherwise we’d probably be all aware of the reality of effects like Oxycontin.
It’s not horribly physically addictive, so lobbyists aren’t interested.
One hit of MDMA and Cannabis and you’re fine. One dose of opioids and you’re hooked for life, giving companies money and willing to pay for it over rent, food, your hobbies, your interests, and willing to stay with it over your friends and family.
Which one is legal?
That…is not how addiction works.
Hyperbole is a thing.
I’ve been off/on opiods for 30+ years now (chronic pain from injuries and congenital issues).
When does my addiction start?
Are you suggesting that opioids aren’t physically addictive?
