Just drove down Chicon and saw some “Neighborhood - 25 mph” signs, which is great if anyone would enforce them.

Speed limits literally do nothing to slow traffic. Drivers go as fast as it feels comfortable to do so on street. The way to slow traffic is to narrow street and add barriers.
It will be selectively enforced.
If you want people to drive that slowly, you’re probably going to have to install speed bumps.
