    I wouldn’t expend too much time wondering how a hypothetical that won’t happen will work.

    Spend the energy on making it happen:

    1. Flip the House and get enough Democratic votes to secure the 290 vote majority to get an Amendment started.

    2. Do the same in the Senate, 67 votes required there.

    3. Eliminate gerrymandering and get enough Democratic votes in 38 state legislatures to ratify the Amendment.
