That just holds for the names of the male Romans. The female Romans were named very creatively. /s
13 recorded individuals across ~400 years ain’t too bad.
Not any less creative than current naming conventions.
The thing is, there are only like two dozen common praenomena - first names - and some families only used a fraction of that already limited selection.
