You could argue Spitting Image knew but my uncle was in Stoke Mandeville and everyone dread his visits just because he was creepy, not because (most) knew anything.

As a kid I remember thinking he was weird though obviously I had no idea he was actually a predator.
My brother wrote to him as his desire for free stuff circumvented his creep radar. Everyone else was going “why?”.
