I’m hoping that my new framework will be shipped soon so planning ahead. Is a minimal Ubuntu install sufficient for installing drivers or is a full install recommended?

Usually the minimal will get you open source drivers. Full install is mainly going to add apps like Libre and the option to use closed source drivers like Nvidia.
I think for ubuntu you can select minimal with third party driver and codecs no? They are two separate button IIRC
