Intel won’t die for the very simple reason that the US kind of went all-in on it.

Don’t think the US government would allow Intel to fail (be it their fab business or their design business).
Probably not, but they are doing such a good job failing all by themselves that I don’t think it’s something that can be fixed with just money.
