I wonder if the North Koreans just can’t tell the difference, something like, “They all look the same to me” and they’re just super gung-ho and paranoid so they’re shooting at anything.

So they are barrier troops. Easier to deal with since they aren’t Russian they can be 100% vilified. Good use of them.
