Agree and disagree. In a public restroom, I hope for a cold seat. Warm seat equals hot stall. My home bathroom always had the cold seat, which was a good thing until I got bidet with heated seat. Now it’s nice and warm with peace of mind that no stranger pre warmed it up with their big cheeks!

Agree with other poster. It very much depends why it’s warm. Warm because some rando was keeping it warm playing the butt bugle in public? Pass. Warm because my bidet is heated? Yes please.
