Pattaya rescue workers helped a Swiss tourist take off a steel ring after it became stuck on his penis, and he is now recovering, local officials said on Tuesday.

    They make ring cutters, designed for, well, finger rings, that have a flat dull side you slip under the ring between it and the skin, and a cutting wheel that clamps down toward it. The flat part keeps it from cutting the skin and puts pressure on the ring instead of the body part in it.
