The doctors paint it as insurers cracking down on patients, when it is actually the plan trying to lower its overall costs and thereby save patients money.

BULLSHIT! There’s a 0% chance private, for-profit insurers would pass such savings on to patients in the form of lower premiums. They would take such savings in the form of increased profits and value for their shareholders.
