  It looks like an air blower e.g. this one the https://www.dewalt.co.uk/product/dcmbl562n-xj/18v-xr-brushless-blower-baretool
  
  But with a custom outlet, probably to fit in front of the brakes to cool them down when the car is stopping at the box.
