This is a natural consequence of the parliamentary system of government. And it’s why term limits on prime ministers in such a system aren’t essential. Eventually the PM pisses off enough if their party’s MPs and they run out of competent back benchers who can take over as ministers and do a good job.

The only problem is that relatively often governments die a slow and painful death, as we’re seeing here.
