The report said Kerley “continued to resist officers and used evasive movements to avoid being arrested” before being wrestled to the ground by four officers.

I didn’t cut anything out there. It jumps right from him approaching them to them trying to arrest him. The only reason provided is that his demeanor was aggressive.
