They can’t. Businesses, government agencies and more depend on them.

They’d just have really super specific carve outs in the law for every use that benefits them.
And this it’s what’s going to happen when they ban tikituk. And there are already lots of sketchy free vpns from china ready to scoop up all your data.

If I were PornHub I’d be starting up a VPN service, and then pulling out of lots of States.
