      Maybe I’m not understanding things properly but, aren’t the latter four points also good to fight against pollution? Or is it just car-brained people complaining that they cannot take their car wherever they want anymore?

        I think it’s more meant in a push/pull way. So what did they do to incentive people to take an alternative to a car and how did they punish people who do take a car.

        My interpretation is that the first list is new positive things they built to make it feasible and the second list are actions they took to reduce the things causing negative impacts.

      Remember how fast it was during the pandemic? Cities around the globe had clean air like hadn’t been seen in decades.
