    Finland implements this system called the day-fine. Fines are a percentage of your income. Rich Finns who get caught speeding regularly get stupendous fines that actually teach them something, unlikes the flat fines in other countries.

      It does require an accurate reporting of someone’s income. Rich people are infamous for finding any possible loophole to write something off to avoid income tax. Not saying day fines are a bad idea, just saying if we were to implement it we’d also want to work on income tax reform.

    Isn’t that how it usually works? At least in MN there are different penalties for different amounts over.
