The policy set forth in the March 20, 2018, Memorandum entitled “Guidance Regarding Use of Capital Punishment in Drug-Related Prosecutions” is hereby reinstated. In addition to drug-related prosecutions, the policy shall also be applied to cases involving non-drug capital crimes by cartels, transnational criminal organizations, and aliens who traverse our borders and remain in the United States without legal status.

    IMO this isn’t really a good fit for this community. There’s elements here that are relevant (it’s about the USA, it’s a question designed to spark discussion), but about more serious matters than we’re really aiming for here. I’d say [email protected] is a better fit.

    My guess is yes. If they are important enough to be taken there odds are they would be more valuable for negotiation. They are waaay less useful in a body bag
