Given that nothing has been disclosed to the public yet, it’s important to remain open to all possibilities, including an earthly origin.
It’s important to note that the term “non-human intelligence” does encompass artificial intelligence.
And the intelligence of birds, ants, thermostats, etc.
They are non-human, but I doubt they are developing technology, which is what the amendment specifically states.
