Yes but you may need a VPN (which is not a crime).

WEC announced a few days ago that in Latin America, the full race will be on YouTube: https://www.fiawec.com/en/news/fia-wec-season-opener-to-be-broadcast-for-free-on-youtube-in-latin-america/8220 Commentary will be in Spanish but you could mute it and get proper professional English commentary from Radio Le Mans which is the same crew that comments on the free global IMSA streams.

Also, several manufacturers have a history of live streaming their on-boards:

No commentary. Again, Radio Le Mans is a very good option. Streams are not synced up but they are not synced on fiawec.tv either. One of the reasons I felt ripped off last year, when I bought the season pass.

This year over here in Germany, we get free streams for every race but the 24h of Le Mans on sport1.de (no qualifying sessions which is the main reason I listened to Radio Le Mans yesterday). For this race https://tv.sport1.de/live/event/1920922 I think it’ll have German commentary (Edit: Yes, commentary is in German, two seasons ago the former broadcaster didn’t bother. Commentators are fine but not special.) Maybe I’ll get the Le Mans-only streaming ticket then. It’s not like tickets are limited, so I’ll decide spontaneously.

Probably via Kodi with the Mad Titan Sports add-on
