how do I access that with element?
There used to be a bridge allowing Matrix users to join IRC channels on Libera, but it was shut down in 2023. People have made bridges for specific channels, but it looks to be a bit of a hassle to run one. If there’s an existing bridge that allows arbitrary channels to participate, I imagine an arrangement could be made.

I think the other other commenter gave the details. Irc is like matrix, but a different protocol. Like matrix and discord. Not sure if they have bridges in the irc room to communicate with matrix rooms, but you’d probably have to make an account on libera irc first.
