I imagine if someone was passionate about creating legal consequences for this kind of behavior, one would just have to create a large amount of content using heads of state and post it for a large audience.
Would making Trump porn or Putin porn get it banned quicker?
Probably useful to do it for each head of state to get it banned in that particular country.
