The only people constitutionally empowered and charged with determining that a sitting president is “checked out mentally” are the Vice President, Cabinet, and Congress, via the 25th amendment.
Absent a 25th amendment declaration of disability, he could be picking the flowers off the wallpaper, and it wouldn’t affect his presidential authority.
It won’t stop them. They are in the planting seeds phase. It took two days to come up with a plausible narrative. Now they just need to spread it around. They won’t take action today, or tomorrow, but they will certainly signal as hard as they can until they know support won’t be phased.
