Imo the solution is to raise the prosperity of the area so it becomes naturally more out of place and less acceptable to be abusive and harmfully drunk.
India needs more feminism
Bihar is a shit hole by Indian standards. I did medical volunteer work there for three months ten years ago. Even Indians I meet in Australia tell me they’d never go there.
