Timothy McVeigh went to Waco during the Branch Davidian standoff to sell anti-government bumper stickers. He later loved a hat he saw at a gun show so much he bought them in bulk to start selling himself. It was an ATF hat with “bullet holes” in it.

He also spotted a baseball cap with the ATF logo and what was meant to appear as two bullet holes in it. McVeigh was so taken with the hat that he started selling it himself.

He also began to hand out business cards with the name and address of the FBI sniper responsible for [anti-government white supremacist] Vicki Weaver’s death on it. According to [author’s of McVeigh’s biography], McVeigh hoped to inspire someone to kill the sniper or, for that matter, any other federal agent present at either Ruby Ridge or Waco.
