This model assumes, first of all, that “there are three kinds of people possible, relative to any political system”:
Relative to any single, political system, you may have people who have the following significant variety of attitudes:

I’m willing to work with the others, but I would like to do that as little as possible, in exchange for having as much freetime as possible, to have as much fun as possible.” (Wants to minimally participate, isn’t ambitious)

“I want to maximize the efficiency and proficiency of human society, along with others who want to do that” (Wants to participate a lot, is ambitious)
A “Freedom Communism” model is devised to attempt to meet the wants of these three different groups, all at once. There are ambition-seekers, fun-seekers, and those who want to be left alone. How can we provide ideal conditions for all of them at once, in a system that overall emphasizes both freedom and societal proficiency?

… maintain a large water system, and, some skills in communal governing and theory, basically how to run a communal democracy logically and practically, and how to keep this brief system mentioned running.
as a kid, you can choose to go to through this schooling system or not (but your parents cannot choose that for you). if you choose not to go through it, you cannot participate in the middle system and have to be in the lower system (native style provisions). however, you can later choose to go through it, at any age, if later you wanted to join the middle system.
surely a majority of people would simply go through this system, and then would constitute the rest of the base of the system.
from here, heres the next idea:
this system is meant for the category 2 people: they want to be given as much freetime, while otherwise meeting the basic needs of society, as possible. so heres the next part:
after graduating from the high school, the idea is to give these people absolutely as much freetime as possible, so they have most of their time free, and dont have to work, while otherwise keeping the communal system fully maintained.
okay, so lets say a hundred people live together, and all of them have a minimum of police training that they got in high school. out of a hundred people, how many of them at one time need to be cops for the rest of the community? not many and this society would very easily have no crime but it would likely still have a tiny bit. this figure can be adjusted but lets say that per 100 people, all with police training from high school, you would only need 2 of them working as cops at any one time for the other 98 people. so, you rotate the two people. one day 2 people work as cops, and 98 people dont. the next day a different 2 people work as cops, while the other 98 people dont. and so forth. you keep rotating the 2 people, so that all of them are putting in the minimum, equal amount of time that it requires. so imagine that your work schedule as an adult includes, say, one day a month of working as a cop.
everything else is arranged like this also. in total, these people’s system is designed to give them as much freetime as possible: the goal is that they each work something like only one week per month, and during that week they rotate through a different job each day pretty much. something like that, something close to that. maybe it has to be a little more than 7 days, maybe like 10 days? the goal though would be: meet all those needs, every day -keep everyones equal total to a minimum.
so, like: lets say you work 10 days a month then have 20 days off. one day you work on a collective farm, one day you police your neighborhood, one day you work as a firefighter, one day you work as a paramedic, one day you do construction, one day (oh i left out one category- also minor factory training, just for how to work in small factories for just some basic goods, like i dunno toenail clippers or whatever.) one day you work in a factory making toenail clippers or something like that. making shampoo? making clothes? whatever. only essentials. one day you train with a military regiment.
anway, youre off the rest of the month, and youre off-time is supposed to be more than your on-time (your work time). the work days are supposed to be grouped together so that you get as much straight off-time as possible. your work period would obviously be staggered with other peoples. in general though everyone would have a mix of overlapping freetime.
so, the rest of the time you could: party, if you want. you could just party the whole time. you could sleep. whatever. all the time, youd get: free: food distributed (and democraticatically voted on in terms of what the distribution system should be to meet peoples different tastes and preferences versus what is chosen to be grown and how the land is used (the people will have probably a “constant-voting system” of like keeping their preferences for this recently updated; ill discuss that later) where was i- anyway, full time, all these people get all the things and services mentioned above for free. no currency, no taxes. free: food, housing, bare minimum goods, fire service, water, plumbing, police service, military service, etcetera (the things mentioned). all the bare minimums. paramedic service. all free. no taxes.
the next system is for the people beyond that lifestyle who choose system 3 (or “category 3” or whatever). now mind you, anyone can switch between these systems any time they like. wanna go on vacation from one of the systems? you can switch to the lower lifestyle for a while. or permanently. oh and i supposed each of these people would be given, at a minimum, the same amount of land, except that they would have access to the construction and free food / collective farming system, such that they could use all their acreage space for a modern style house. the properties needed to house the farms, factories, training grounds, whatever land is necessary for the other system parts would all be communally owned and determined and maintained by this same system, and democratically. ill talk more about this later but i want the people to have many recurrent votes on this system- not every 4 years; much more like 4 times a year. anything you dont like currently about the system? you get a chance to change the entire system, any or every part of it, a full vote on the current state of the system (should we grow different food? adjust the work hours/days? change the number of police at a time? make one of the operations more or less complex? etcetera) you get to vote on the system to change every part of it every three months. if you dont like anything, you dont have to wait longer than three months to change it. theres other ways of detailing this separate voting system even more; ill talk about that in a later comment.
anyway- so we just covered how the middle system would work, including the voting on it.
as a note, im not editing this right now im just banging it out so apologize if theres incomprehensible grammar errors here and there. ill try to edit it later today maybe but just want to write for now.

so thats the “middle system” for everyone who: wants to work as little as possible, have a modern life, and not have to even deal with money at all.
then theres the third system or upper system which i intend for the “category 3” people.
the category 3 people are the same as the category 2 people, and go through the same school, and have and do the same job.
but, plus, the difference is that:
they dont want all that freetime off.
the large chunk of freetime carved out for the second group… well these people all want that space of time organized for something better than just the bare minimums of life and freetime otherwise.
my thinking is, anyone who really thinks about it realizes that our science and exploration and discovery and invention is our most worthwhile pursuit, our greatest gift.
its also my opinion that most people think people are born of different intelligences, but, my knowledge is that, no theyre not. its just that learning is hard, but everyone can do it. its actually a littler harder than lifting weights. lifting weights is hard and most people dont do it. reading dense challenging good-for-you-to-know nonfiction history and science books is a little harder actually than lifting weights. however, anyone can do it and if they do it they all come out as smart as each other. trust me, everyone can be a scientist, if you give them science schooling and if they want to sit and pay attention to it.
my belief is that everyone in this group would basically want to live like star trek vulcans. they want to all be trained as scientists (/inventors, discoverers, explorers), and they want to spend all their freetime from the second system, organizing themselves into “team science” on all the off days, running during those days a full time science system, and having basically an additional 4 or 8 years of schooling (science college), and then running labs where they work on different things, exploration projects and missions, all that kind of stuff. and they would organize all this exactly the same way the people exclusively from group 2 organize, vote on, and revote on the disposition of system 2 (which these people are also a part of, but theyre also part of system 3- every three months they can vote on how all the science programs are being run). these people would also organize and specify the use land for these projects, like labs or whatever. rocket launch pads? they would want to do things like cure cancer as fast as possible, invent the warp drive as fast as possible, whatever. that kind of stuff. get to another solar system as fast as possible, investigate the bottom of the ocean as fast as possible, just blazing-trail pedal-to-the-metal total science progress.
so, all of this described so far is: just bare minimums, and just science, and no currency, and all free. “partying” was mentioned, but not “luxury”, and that is conspicuously absent so far, as well as money, which was mentioned as being included in the title. also, “surgeons” have been neglected for a moment. many other categories of things havent been mentioned yet either, all of which should be discussed. next up is: “money” and “luxury”. are there these? where do they go?
there are these, and they go somewhere:
it was mentioned that one large class of this society (okay if you really want to use that word; you see how fair it is now though after youve actually heard some of my ideas)… has a maxmimum of freetime.
ive told you in a word or two that “they would be allowed to party or sleep or whatever” in their freetime.
well, heres where the “whatever part” comes in, since you can do anything you want in that time.
what if you want that freetime category, but, you dont want to “party”, or
“sleep”, but you:
um, lets say you love gourmet food.
youre getting free food from the food system you participate in, but, its designed to be a selection of groceries. its not fine dining, precooked and delivered to your door.
you love luxury fine dining; thats your thing.
the communal farm grows and delivers x amounts and types of food.
you have your space of land alloted to you. you can grow food on it.
you decide that, in your freetime, you want to open a luxury fine dining restaurant, basically.
you can start growing certain things to that end, start cooking them yourself, start serving them to other people.
(or we could say that for the people serious about stuff like this, they can request some sort of extra provisions to help them set up this stuff). anyway at a minimum, certainly anyone could try to do this on their own in their freetime, and then could start offering it to others who would want it.
ok so all the bare minimums are taken care of for no money, but, then theres people who want this ^ stuff like luxury fine dining, and theyre willing to use their own freetime to provide it to themselves, and theyre willing to provide it to others too (for trade).
lets say theres someone else who likes luxury shoes, and they want to spend their freetime in part learning how to make luxury shoes, and then they also are willing to make them for others, for trade.
okay between all the people who want to do this, we will allow/have a separated currency system, that begins here, for all of this stuff.
these people get to make and maintain a currency between them, and they get to have a capitalism, or rather a mini capitalism, between them, that sits on top of, and fits into and in with, the other system. its for people who want it, ontop of how eveyones needs are being met anyway.
lets say one person wants to mint coins or print bills or maintain a tally system or a bank, in their freetime.
and… so on. everyone who wants to do ____ that isnt covered otherwise is welcome to, theyre also entitled to trade/sell those ______ products/services with each other, for money.
no one needs it, anyone is welcome to use it.
lets say you want to use it to buy more land, or a bigger house, or more materials to make more stuff.
fine.
this could be arranged with the middle system such that they sell extra land to people who want it and determine how much. maybe they could just hold the persons money in exchange for the land (the goal of the system was just to be fair), or, maybe they could in essence add a function to their little government where money given them for things they would allot would or could also be spent back on the rest of the currencied and goods/service producing system to in some way bolster the middle system, a little similarly to like a minimal tax collection and spenditure.
in this way, i think an ideal base could be set up, and theres still plenty more to talk about and detail.

Solutions regarding different aspects of the problems… starting with…
First of all- three different layers of food-systems… : (available to choose from; classless)
three different layers of property allowances (available to choose from; classless)
two different layers of schooling (available to choose from; classless)
*the people mentioned above are not intended to be three different classes; they are intended to be together harmoniously in one system, functioning side-by-side, and able to choose which options they want for themselves
the lower food system:
intended for first-category of people. everyone deserves to live like a native, at a bare minimum on planet earth, and if weve otherwise bought up and controlled every scrap of land, and intend to hold onto it, even though new people are born everywhere… well something is wrong if any new person cannot at least find a free, uncontrolled, scrap of land, for themselves to just live as a native on. this should be the bare minimum of world government providence.
government should be: to give people good things. not to control stuff/people. to give the best things possible to everyone. the minimums and what can be given thats good beyond that. a government should try to provide everyone a minimum good experience, and better.
how to give the first category of people something good and fair, that is practicable, and on what philosophical basis shall it rest?
everyone deserves to at least be able to live like a native. meaning: at a minimum: they made themselves a little loincloth, they collected some sticks and made a little hut, and, they have at least a piece of land to themselves that is just big enough to have a sustenance garden for themselves (if theyre vegan) or a sustenance garden plus a few domesticated animals if theyre vegetarian or omnivorous.
and so the other humans should be willing to allocate any new person born who wants one and who wants to live in this manner: a piece of land anywhere of standardized size suitable for this. this system is meant to be good, so, its not about giving them the smallest land that would work, but, the smaller it is the easier it is to have this system. i was thinking either: a quarter acre, a third acre, or a half acre. the person should be provided also: seeds of their choice, knowledge on how to farm things, animals babies of their choice, knowledge on how to raise them, including knowledge on how to reproduce the animals and seed the plants, also knowledge on how to dig and construct a simple well, or, they should be provided with a minimum of a single line of running water (like a single hose line basically for watering the plants and other uses; washing/drinking), or, these plots of lands should be placed alongside rivers, or should be provided with simple rain-catching basins, or simple water storage tanks, depending on locational parameters.
as a separate but perhaps-eventually-related matter, that i was otherwise going to discuss in a later comment in this series, the world should decide democratically on a decent population size and stick to it. without going into the discussion of how that would be done, for the moment, or what size it should be, to the extent that the idea relates to this, lets say that: going off into the future, the society would also be choosing its own total population size as a sort of recurrent and periodically democratically adjusted goal size. (to tell you some about it early, basically the idea would be that we’re basically overpopulated considering how consumptive weve become, and a good starting goal would be to reduce the population from where it is now. either a one-child goal or two-child goal per couple maximum would in either case peaceably arrive at this. i think certainly a good opening goal would be to take a billion off the top, just to show that we can do it, from 8 billion to 7 billion, then people can vote again on whether and how much they want to take it further or whether they want to leave it there. (and to discuss early a little on why this is being done, to help out with the environmental crisis caused which is wider than just greenhouse gas but which also includes trash disposable product overproduction and animal and forest overconsumption. we need less people and less harmfully overconsumptive practices, fast! certainly: anyone who should go should go, as discussed elsewhere on my world police site. beyond that though, its not fair to do it that way, unless no one wants to cooperate, and, certainly: theres no need for it if everyone can just commit to changing the tech we use and the practices we havent questioned yet. but, people were hesitant to do that, for purely stupid reasons so far (refusing to learn about the problem, refusing to do anything about the problem). it needs to get fixed one way or the other, starting now. now is the time to do it. it only gets harder later and only more is lost, further. in general, the total population of earth should keep their size some same, stable, size, cause that makes everything easier. they can adjust the goal size from time to time as conditions change, democratically, when it becomes more sensical to change the size for whatever reasons. obviously if you start colonizing another planet, theres a place you could stick a bunch of people and you might as well vote to open up the birth control limit; maybe switch for a time to unlimited. the point is, people should have total control over it and they should do it sensibly. how to normally control? by choice, and by understanding of the idea. any woman having two children and no more (regardless of how much sex she wants to have since theres plenty of methods including natural for birth control, including if you understand ovulation) anyway though if most normally women have two kids each and no more, and women are 50% of the population, then the notion that they would otherwise be paired with one man each, does the job of exactly replacing both parents, a man and a woman, with two children; thus the population would remain absolutely stable and once you had set up a system that works you wouldnt have to change it anytime soon; resouces would be conserved very well. how would you get them to do this? well, simply by choice, and by explaining the idea. the idea makes perfect, great sense (theres details to discuss about every “what if” and “what about” and “though” yes its somewhat more complicated than stated so far but its easy to work out fair details) and basically youd simply get them to see the logic of it and then theyd do it by choice themselves; everyone has control over their own selves and genitals and we can trust people in general to be careful and honest about it and to take it seriously and just do it voluntarily. anyway- so to make a long intro comment that will need to be rediscussed later anyway, the point is, yes ive accounted for the idea that if the population kept expanding the way its been doing youd eventually run out of free land to give people; nope i covered it. see above comment. moving on:
so, the “lower food system” would be that ^ and this would be “for” “persons of category 1”, though, everyone would be entitled to it. this land plot idea would be available upon request to anyone who decided they wanted to live this way or try out living this way. you could do it at any time in your life. you could go back and forth between this and the rest of society.
if the person wants to move around, i think they should be able to switch plots as often as once a year (one growing season). so, if they want to live in place A this year, you give them a plot there somewhere. if next year they want to live in place B, you give them a plot there somewhere in exchange for the one they left. they can move like this up to once a year if they like, on and on, if they also want to travel a bit because i think thats sort of nice and its easy enough to give with this and i think its basically another sort of human right also.
ok, thats “the lower food system”.
the “middle food system” is as follows, and goes in conjunction with the “middle school system” (and i guess you could call the brief amount of education that should be provided to such a person above “the lower school system”).
the middle food system is arranged for the people in category 2 who want to do the bare minimum but otherwise want to lead a more modern life. in goes in conjunction with the school system necessary for this which is the middle school system.
the middle school system replaces our normal schooling through high school. throw out everything, first of all.
consider the bare necessities of our functioning modern-style society: food, police, fire fighters, paramedics, construction, doctors/paramedics/surgeons, military, food preparation, sanitation/water-sterilization-&-plumbing, minimal government just necessary to keep the other things mentioned organized. everything you need and nothing you dont. everything else is “fun” or “improvement” or “waste” compared to these. (perhaps- we can discuss this later). anyway, to start with: high school/elementary school as we know it, to start with, (there are other things i want to add beside these that will get dicussed later) would be: just training in how to do these things ^ minus only the “surgery” category and i suppose also the “doctor” category (or like half of it). maybe like half the doctor category.
so: in preschool through elementary school through middle school through high school: youd at least get: trained in how to: farm both plants and animals, police each other (some training in martial arts and law and law enforcement tools), fire fighting, (at least a minimum), a minimum of the most basic and important paramedic skills, the basic construction skills, some training in serious weapon handling and military strategy, how to cook (most people cant), how to sterilize water and…
