Cops should only chase people in cars when they are an imminent threat to others, and in proportion to the threat.
If they just shot up an elementary school, then have at it, pursue until capture. Armed robbery where nobody was hurt, pursue if safe, stop when risking innocent lives.
Honestly too, they have undercover cars. This what they should be used for rather than popping speed traps
