This is as it always should have been.
When I was in high school they added digital whiteboards and it wrecked the other kids learning. I took a class with younger year kids and they didn’t focus at all on the digital content.
In university some classes used projectors some didn’t, and the blackboard and chalk based pacing meant the teacher was writing at the same speed as you, so there was always a bit of downtime to think or write or ponder the content.
There were classes with computer labs, or the library had banks of computers when a class needed them. It’s fine to have a projector to show rich content when needed. The default really should be a blackboard (or whiteboard) and books.
Accessibility issues can be addressed with devices as needed.
