What is this type of picture? I see this type of thing as I watch a number of history oriented video channels. Is this an actual old photograph, or a painting, or ??? What’s it called?

It’s a B/W photograph that has been colorized. It’s usually done with translucent dyes with tiny brushes, that’s why it looks a bit painterly.
