I don’t get it.
This is a wind-compensation circle. Where the wind comes from determines how much adjustment needs to be made:
at the noon and six positions, the bullet has a full head/tailwind and you don’t need to do anything. If the wind comes from the three o’clock position, you should aim approximately one full target width to the right, so the wind can carry the bullet to the actual target.
