Why do they look like they’re committing a crime?
And I do mean that they have the behavior of someone trying not to get caught, not the very obvious crime.
Because people know what they’re doing is wrong and they know we know. They act confident when they’ve got their heavily armed buddies to back them up but when they’re alone and outnumbered it’s a bit different.

If they’re in plain clothes, why can’t another member of the public just punch and kick him off? You’re protecting someone who’s being abused.
