One could reasonably attach the “terror” moniker to any attacks on nuclear infrastructure, residential areas, schools, hospitals, etc.

From what I know, it’s much worse with Russian missiles. They launch 10, and only one targets a military object. Other 9 are there to overwhelm the AA defense, it doesn’t matter what they target: a kindergarten or a hospital. Heard it in Tbilisi bar for a deserter. Don’t know if it’s true or not
