No, not in the slightest. Also while the picture is in black and white, Playtime was filmed in colour, if that is what is giving you noir vibes.
Just saw this a couple months ago in theater projected at 70mm, freakin masterpiece. I need to watch it a couple more times just to pay attention to all of the details, watch the stories of each background character.
