The most honest answer I can give you is that most countries involved with the Geneva Convention won’t hit soft targets like that specifically because of the bad press. Their own people get upset about it and they want to be seen as the good guy in these kinds of things. As a result people who view other people as people and not enemies or combatants or soldiers etc take serious issues with targeting religious or holy houses or worship, schools, hospitals, and civilian homes specifically because of the threat to civilians and non combatants, especially children.
Hamas want Israel to attack those places so that they can show the world that Israel is the bad guy. It’s a calculated action. This is directly from the playbook of other terrorist groups and nations who back terrorist organizations.
It’s a win win for them. Either they are attacked there and they can cry foul, or they aren’t and they get to live to fight another day.
