I know people are easily frustrated and I am already going to say that I’m not expecting anything til around 2040 but this process makes a bit of sense.

Each company will produce a lower speed and a higher speed proposal with basic cost estimates for each. Canadians will be able to see how much higher the highspeed proposal will be, and even if it’s like double or triple the cost it may still be worth it to shave 30 minutes to an hour off the Toronto to Ottawa travel time.
