        Military grant and aid is a bit different. It must be controlled by the President and the secDef. The reason is that they know what is possible for weapons orders. A check never changes hands. Isreal sees no $. It’s just an account that material can be charged to. The military talks with their Israeli counterparts to establish needs and if doable the president releases the requirement charged against the account.

        Besides, the author niaevly suggests Bibi is not to be trusted while not recognizing the relationship Biden has had with him through the years. Biden knows exactly who Bibi is.
