To nearby towns and villages within (a probably backwater region of) the existing kingdom that the tribe lives in. Alternatively, directly to the capital of the kingdom, to declare their own sovereignty and Independence.

I hadn’t thought of there being a goblin empire! It sounds super interesting so if you want to do it, go ahead, but in my own head I imagined a small, local tribe of maybe 30 or 40 at most, though more like 10 to 18. They probably would send delegations to other goblin tribes they’re aware of, to probably try and mend bad relations their former chief caused.

Also very interesting take, because I hadn’t thought of that! Leaving prompts more ambiguous than not leads to authors coming up with their own takes on things, just like this :) I don’t have an answer to this because I don’t imagine goblins being that organized to have colonies ruled by far off rulers, but if that’s what comes to your mind, I’d love to read about it.
