It’s Detective Tobias Gregson from the Ace Attorney Chronicles (a version of the Ace Attorney series that takes place in an alternate version of Sherlock Holmes stories). If I recall correctly, he is consistently holding a newspaper cone of fish and chips.

Tumblr itself still exists and is active. Redditors from some of the more LGBT and lefty subs have left for Tumblr too
I actually have an account on tumblr! Had to delete the app because I was spending a crazy amount of time on it 🤣 I liked r/tumblr for that reason, it was like a highlight reel of all the best tumblr had to offer, plus it was one of the loveliest and funniest communities when it came to commenting. The tumblr sense of humour is part of my DNA now, for better or worse. I will never hear “I beg your pardon” in the same way ever again.
