I can’t reroll anything on my boots, so I’m hoping that I can roll for extra evade charges on something else like a helm or chest piece etc. Does anybody know if that’s possible? I don’t want to spend all the money and resources if it’s not.

No, I don’t think so. It’s only intrinsic to boots. I could be wrong if amulets allow it but that’s almost never going to be worth rolling on it.
You’re correct. It only rolls on the top stat of the boots for things like movement speed for 1 second after evading and more evade charges. There isn’t an actual stat roll as far as the 3-4 stats gear rolls with.
