If all the money and talent spent on this thing had been spent of conventional forces Ukraine would be in a lot more trouble than it is now.

Are you seriously equating building a tank to building two nuclear powered submarines?
One is an attack sub with an estimated cost of ~500M USD
The other is a nuclear missile sub with an estimated cost of ~700M USD
While a t90SM is ~4,.5M USD
The point is they’re not able to even get a tank properly working…what makes you think they can get a sub running properly. They’re fleet is from the ussr mainly at this point.
