Elections are handled at the state level, and congresspeople on their way out are required to be voted back in. The alternative isn’t “the old rep stays”, its “your state doesn’t get representation until you have an election”. there is no mechanism available to the federal government which can stop the state level votes, and any state level governments who go along with it will lose power (famously something congress people are okay with /s). I really wouldn’t worry about there not being an election on behalf of the duck-shaped cast iron weight tied to leg of the republic party.

I have always heard politicians talking about oil in the context of “national security”. “We need oil to be secure”. Unfortunately we’ve lumped a bunch of agencies under DHS, notably FEMA, but also some other things like cybersecurity, customs, and WMD mitigation agencies.
