Perhaps you haven’t dealt with the shitstain that is IE11, windows apps “Bing, Cortana, Xbox gamebar, etc” but they 100% had massive issues very similar to the above description with all of those rollouts and features. My end users are lawyers and I can’t tell you how many times I’ve had them bitch about candy crush being on the start menu before they rolled the reg key to rip/remove it, and that’s from Win10 Enterprise ltsc.
