The main rollout was only supposed to start this year. The federal plan was pretty clear about that. States published their plans, fed approved and distributed money. Then bids came to states and are being approved.

WTF is the question? Hell, my tiny state is already beginning construction on three sites which is perfectly on schedule from the plan proposed two years ago.
