original definition: an element of a culture or system of behavior passed from one individual to another by imitation or other nongenetic means.

Second definition: an image, video, piece of text, etc., typically humorous in nature, that is copied and spread rapidly by internet users, with slight variations.

is this something that is being passed around with variations over time? If no, it isn’t a meme, it is just a screenshot of a joke. However, if this was based on something and is a variation of it, or something that has seen the spread and change aspect, then it would be.

Is this some new cultural element, or system of behavior, that is being passed along? If yes, then it is. If no, then it is just a screenshot of a joke.

This is just a screenshot of a joke.

There isn’t a single definition. However, memes need some sort of idea with a visual that supports the idea. This is just text and doesn’t even need the image. It would’ve been more accessible if it was a text post.

Do I need to? People and likewise the internet aren’t defined by a dictionary. This image doesn’t even have the necessary visual to be considered a meme. It is just text inside a image. You don’t even need the screenshot

you don’t need to but you should. and if you’re not going to use a word with the correct meaning, it’s better to not use it at all.
