I would actually never drive through Texas, but I can find no evidence for your claim.

It’s not even legal for pregnant women to drive on the highway in Texas on the grounds that they might be trying to flee the state and get an abortion.

I see some reporting from later last year about a possible law asking those lines, but nothing actual.
