The for-profit-prison industrial complex needs to be fed! If prison populations are dropping then so are prison profits, and we can’t have that now can we? Plus, prisoners are put to work for pennies, and can be punished if they refuse to work thus letting the prison owners make even more profit. Where are we going to find other literal slaves to do those jobs if we don’t go back to harsher sentencing rules, hmmm?
