yeah this attitude of you should be able to circumvent the other party and you even get ones who are like well republicans do illegal shit so democrats should to to get their way. I wouldn’t actually have a problem with them sidestepping the parliamentarian, but acting like it’s the lynch pin to regularly getting good legislation passed is silly.
It’s dysfunctional because a near majority of Congress is specifically there to make the entire thing dysfunctional. Using loopholes does absolutely nothing to fix that core issue. Getting rid of Conservatives does.
