Every store cops go to gives them deals. It encourages them to come back and bring their buddies to buy more. It also helps deter petty theft and other low-level crime. Granted that’s because cops are scary - you never know if the next one is gonna decide that today “black in public” is an offense worthy of lethal force. But the business owners mostly don’t care, and it’s not like they’d be stupid enough to antagonize them. Then there’s the “unavailable” delays that can happen if they don’t like you. It’s a legally sanctioned protection racket.
